These dragonmares are still in development status, and do not yet have their control cores implanted into their backs. After the initial 5 prototypes were developed and proved to be battle-ready, the Empire put the Armament Production Facility into full swing, producing dragonmares by the dozen.

However, while the new dragonmares were still in mid-development status, the main operator of the facility, a drone, mysteriously disappeared, leaving the Empire with useless, half-finished dragons.
